Well either it (a) can't find the file for download and that can be seen by whether you have a tick or a cross against it in the index list… - or (b) it can't find the 'download-manager.php' file because you have put it in the wrong place…
Check both…

i have put the download-manager.php like you have show in the read me file.
as for the link, i have a folder for the translate plugins in the upload folder.

And does the entry have a tck beside it indicating that it exists and can be found? if it has a cross beside it it means there is something wrong with ther path…

Did you read the documentation? Your download files go in folders that need a 'path' not a 'url'. I really do not understand or know what you are doing here.
I am curious as to why you are putting a link on yor site to download one of my plugins though.
And - the actual downloads are performed with the 'download-manager.php' file. I really do think you need to read the documentation first.

When you created the counter and filled in the filename you have out the whole path. Change it to JUST the filename (tag-cloud-HEB.zip). As far as I can see that's your mistake….

OK - review the reasons for the 404 - (a) the file does not exist; (b) the path to the file is incorrect; (c) possibly can be that permissions are too restrictive so that it cannot access the file.
As far as (b) is concerned, the plugin will create the path by joining the following together:
- The 'Full Path to Download File Folder' option setting
- The 'Category/Folder' name
- The Actual File Name
Check through this logic along with your settings.
If these are all correct then it is likely to be one of the other two.

i forgot to say that on the download link i get this message:
External Links to Download Files Not Permitted
here is the link:
http://www.pintophotography.com/wp/download-manager.php?id=2
Thanks,
Pinto.
P.S.
i checked the permissions of the files in the folder to download i put 755 on them.
now i have green V mark but the link is not good.

That seems to me to still come back to the path it is looking for.

this is the path:
wp/downloads/translated/plugins
|
|
|
|
|
The you have changed it because it was:
/home/pinto/public_html/wp/downloads/
which is the full path and what it should be - well assuming it is actually correct. But the full path is needed there.
