I can't seem to find a way to ban a user…. Am I missing something?

Sorry, no way to currently do that… its on the list for a future release (not the initial v3.0)…

of course, a user is simply a WP user, so you can remove their account from the WP users admin page if you like…

I THINK that banning a user from WP results in banning from Forum, too.
